| Top judge 'troubled' by council powers of entry |

14 Jul 2010, By Tom Whitehead, Home Affairs Editor, Telegraph The growing powers of council workers to enter people’s homes without a warrant were criticised by the Lord Chief Justice last night. Lord Judge, the country’s most senior judge, said he was “troubled” by the extent of the powers and suggested many other judges and lawyers are as well. He also raised concerns over the way some powers designed to tackle terrorism have been used to target activities that have nothing to do with terror. Lord Judge was also scathing over the widespread use of clauses buried in legislation that allow ministers to change laws without full parliamentary scrutiny, which he described as “a matter of great seriousness”.
